In the case of character ages, if Athena is made to look about 12-14 but she is mentally as mature as an adult and talks/acts that way and she is well over 20 years old would she be considered a character that can be apped?
This is acceptable, just be sure to make a note of it somewhere in the application.

I was also unclear about the condition she would be in upon arrival. She is a robot in canon, would she need to be humanized to be brought into the game or could she stay as a robot that can completely pass as human and keep all of her special skills? I was confused by the humanoid appearance mention and wasn't sure!
In this case, characters are humanised to average human proportions. This is to give no characters an immunity to the Ira Virus. In cases of humanoid aliens, humanisation isn't needed as long as they have a cardiovascular system of some sort. Therefore, Athena would be human - if you want to spin it so that she was given an advanced cardiovascular system and still has some of her abilities, we'll allow it, but note it in any possible application.
